Looks like file was transferred not to your local office, as for me all this looks like St.Clair
I am sitting from test (February / 2014), which was passed, file was transferred to St. Clair in May / 2014.
And waiting....waiting....... Probably ATIP will help with some explanations.
Hi..that's right…they said it was transferred to ST CLAIR OFFICE and i had a PRE - RQ SENT last year in NOVEMBER….which i sent in MARCH/2014……….THEY SAID THIS IS THE LAST STEP……..( ST CLAIR OFFICE) ..THEN they send it back to scarborough.

After the test in Scarborough, the officer told me that my file will be transferred to St-Claire for review. I had a pre-test RQ.
Anyone with similar timeline? Any idea about how long it takes for the review?

Yes. I've sent my RQ in April 2013. After test my file was trasfered to St.Clair (ATIP in May 2014)
In my May ATIP I can see following:
RQ analysis in St.Clair is required. See ISEC report.
RQ file received from Ottawa CIC and placed in queue. FZ
No response after submitting RQ. As per last ATIP dated Oct. 10, 2014, all backgrounds are expired. QRC verification was completed positively in Sep.2013, however, no one had bothered to touch my file after this date.

I applied in July 2012,RQd in 2013 and did my test in November 2014. Had solid response to rq that was praised by officer and now waiting for oath. A matter of time for you.
applied in 2011, got pre-test RQ in April 2013, file sent to st.clair for review , got a test invite for Dec.2014. so just wait , order Atip, send case specific e-mail inquiry to cic. keep sending e-mails regarding your case to MP. it seems theses things are not working but they do make a difference.

We got RQ'd in Jan I think, sent in March and received a month or so afterwards. They don't necessarily receive it the same time you send it. It takes few weeks to acknowledge receipt.
