Can CIC called RPRF and Passport request at the same time, because they asked me to pay RPRF and send your passports

Any idea when my passports will be returned

Yes, it is happening in many cases. Medical, RPRF and PPR together also done in many cases.
Normally within 6 to 8 weeks you should get the passport back.
