Restoration of status

My friend applied for a LMIA that is still processing work permit but It is refused so he's status is illegal(?)

He must have applied for a restoration of status but he said he wouldn't and he would wait for a positive LMIA.

Is it possible to stay here and wait for another visa without being on any visas?

He isn't even on a restoration of status now.

Yes - he is in Canada without status / illegally.

He must apply to restore his status before 90 days from the time his application was refused. Along with applying for restoraion - he must also either apply to extend his work permit (if he has an LMIA) or to change his status to visitor.

Applying to restore his status does not automatically make his stay in Canada legal or give him a visa. He will still be in Canada without status/illegally until the restoration application is processed. However he can remain in Canada while he waits for the outcome of that application.
