Requester's reference number?

I am filling out my Access to Information Act form and wanted to know what is the "Requester's reference number" ? I am trying to get my FOSS notes.

"Requester's reference number" is usually used by companies that request data, it would be their link to an internal list or database.
As an individual leave it blank.
