As far as I know, there's no way to take IELTS via the Internet. You will have to go to a testing center to take it, whether computer-based or not.
IELTS itself usually takes 3 hours (for reading, writing, and listening). For speaking, a different schedule will be made. This could be on the same day of the test or prior to that. It usually takes 15 minutes.
