I received the email to send our passport and documents to the Ottawa office for PR Visa stamping. However, we currently live in the US on non-immigrant visas and have a petition pending with the US immigration (USCIS). I cannot mail the passport out of US as it is proof of my legal presence in the US.

I sent an email to the Ottawa office email id 'CPC-CTD-Ottawa@cic.gc.ca' requesting for Consulate based stamping. The acknowledgement email states that their turn around time to respond is 20 days due to high volume. I am supposed to submit my documents within 30 days!

I tried calling their helpline number, but it is not reachable from the US. Any suggestions on how I can contact the CIC?
