I wouldn't expect that. It is more likely you received a generic form letter that was not specific to what you have submitted. However, you should contact the visa office to confirm.
You might also wish to order your GCMS notes to ensure they have received all your documents.

HI , we had our meds done feb 2013 n further meds on may 2013, untill now we have no PPR. WE ALSO SUBMITTED add'l documents like PCC, PERSONAL HISTORY AND RPRF as requested by our VO..

We had our medical in Feb 2013. It was received by visa office in March. No other update since Medical results have been received on May 5, 2013. The processing time is set to 11 months for Manila VO for PNP. So i would say its within processing time.
