I just received an email from Cic indicated that my wife and I need to submit updated schedule A & police certificate, but we did MR already, does it mean second review? Besides, we are not in Canada now, how can we do the Canada police certificate? Need help! Thank you

If they are asking for updated PCCs, then they are asking for all the required PCCs (unless specified), which would include any country EXCEPT CANADA in which you and your wife have lived for at least 6 months.
Unless CIC specifically requests the RCMP certificate, it is not required.
Sorry if you already know this, but it's not clear from the original post why you want a Canadian PCC...
Is there such thing as 2nd review at all, or is this final review where they ask for the final fresh documents before making a final decision? Especially in this case, where he received MR already.

It is possible, but also possible that someone simply noticed that the PCCs were more than a year old (with processing under the old rules), or some question came up during background/security checks, and/or the change of address triggered the requirement...
