Please reply to my question that has disturbed me a lot.
1 . My PR doesn't meet RO but valid and I am not in Canada.
2. I have divorced my first wife who was in my documentation but never traveled to Canada.
3. I have a second wife and three kids.
Can I simply file the divorce from my country and add new wife and kids and travel with them?
or
Can I renounce my PR and reapply with my new wife and three kids through Express Entry Visa?
What should I do ? What is the possible way to take my second spouse and kids with me to Canada?
I would say the best course of action is renounce the current PR, and apply again. Given you don't meet RO, you cannot sponsor your family to come to Canada with you. Also, even if your PR were to be valid, as a PR you have to be in Canada to sponsor family members.
These are my opinions, hopefully others will chime in
i don't think anyone here can give you a definitive answer as no one here works for IRCC. it depends on your profile. how did you come here before? how long ago was it? there are too many factors to consider. would suggest doing research and if anything falls short, try to ask under the express entry threads if that is how you will apply.

Yes, I do have. and I have no kid from the first marriage. that's why we separated and it happened before my second marriage. but I flew to Canada in 2014 without informing the immigration office and came back to my country after 7 months.

You can only apply with your new wife if you are legally married (which you are not) or if you have lived together for more than 12 months (qualifying as common-law).
In order to apply again using an economic immigration stream, you will have to renounce your PR status.
You have some decisions to make, no one here can tell you what to do, as we are not 100% aware of the details of your situation.

If you are legally married to your current wife, then you can apply with her in your application. If you have good chances to qualify again for an economic immigration stream, that's probably your best bet- renouncing the status and re-applying.
BTW: PRs cannot sponsor spouses if the PR are not within Canada.
I don't know any lawyers, but this forum is hosted by a Law Firm, maybe you can try them? (I have not and don't know anyone who used them!)
