If he was an illegal immigrant who just go their PR I’m not sure I would count on him leaving. I am still confused as to why you weren’t able to withdraw your sponsorship. You are required to withdraw your sponsorship if your relationship status changes so if you separated before he landed as a PR you should have been able to withdraw his sponsorship application easily.
He already got his “confirmation of permanent residence” paper, but not the card
he has no issue leaving cause the reason he stayed was for me, but he became angry at Canada during this time and wants to leave. He feels after divorce there’s no reason to be with me.
My first email to the immigration they told me my request must be in writing. They didn’t tell me where to send. I googled an address and sent the mail
But I messaged again they said “ A decision was already made on the file so you cannot withdraw and refund your application. All application withdrawal requests need to be in written form. very confusing
I kept sending them emails and telling them that I wanted to withdraw my sponsorship but they kept responding with the same thing. Then he said that he’s just going to cancel his own visa and that I need to confirm are they going to withdraw the sponsorship or does the sponsorship still exist for somebody who no longer has permanent residence, and has no intention to live in Canada. When I sent him that email they didn’t respond for three weeks but finally they responded but unfortunately it was literally the same type of response that they’ve been giving me, almost as if it was an automatic generated response. The response did not even address anything that I had said, but if it’s auto generated it’s probably because the content of the message included “ I have tried to withdraw my sponsorship but was unsuccessful, I sent a letter to withdraw it but nobody responded or confirmed that they received it, he’s going to leave Canada so he wants to completely renounce his permanent residence will that remove the sponsorship?”
but they didn’t respond to that question or even acknowledge that

It's too late for you to withdraw sponsorship. He has already been issued the eCORP and become a PR. The fact he hasn't received a PR card yet doesn't matter.
Only HE can renounce his PR status. You CANNOT renounce his PR status. HE needs to follow the steps here and submit an application to renounce his status:
