I have received ITA. there is one question in one of the form which asks that "Do you have relative having "permanent resident or citizen" status and living in Canada.
I have my sister having the Permanent resident status but she is not living in Canada. She has valid PR card.
I don't think you need to mention her as she is not living in Canada so, however, wait for seniors to reply!
I also think you could disclose this in LoE that you sister has PR Status, but she is not living in Canada so I haven't got points we get for adaptability (if any!)

If you say yes you will have to provide her documents to establish her current residency in Canada by attaching utility bills, mobile phone bills, current lease, bank activity, job letter etc which you can't.
So don't mention her as she is not living in there.
