Hello,

I applied for a study permit for my niece in Vietnam as I'd be her guardian when she's here in Canada. I have a Canadian citizenship.

She's under 16 years of age and is hoping to take high school then university here in AB. She did get accepted to one of the highschools here and we did include the Letter of Acceptance in her application.

We submitted her application in March 2023 with proof of more than 50k USD to support her application. Today we got a rejection letter stating that:
1) They don't believe we have a sufficient fund for her study...
2) That she won't return home once she's finished with her study.

Anyone has done any Study Permit for a minor but got rejected? Did you apply again? Not sure what's next to be done as we'd want to make sure she can successfully apply the 2nd time.

What grade is she in? What was yearly tuition? Were the funds her parents?
 
She's going to Grade 10 in September. The yearly tuition is $13.5K CAD (inc insurance). And yes, the funds were her parents'.
So if she is there for 3 years that is $40k plus a minimum of $10k per year for living expenses. That is $70k in total. So parents are using almost all their savings for her to study in Canada. How will parents live and do they have other children to support? Even if living with you living expenses must be factored in and she cannot work.

Did she show reasons to return after high school? If wanting to study university then she is not planning to leave.

For High School they don't provide a 3-year Acceptance letter, they only provide a 1-year letter. So with that we're thinking $50K USD is enough to cover the $14.5k + 10k you mentioned. The parents are still working and there is no other children mentioned in the application form.

So she is an only child? Budget $25k per year for 3 years. Parents want to show that not using all savings for daughter to study in Canada for high school while supporting themselves and other children (unless she is an only child). If she is only attending for a year then say so in SOP. However, IRCC knows she is planning to stay for 3 and maybe longer.

So SOP may need to explain why she must study in Canada. Benefits? Opportunities? Explain that she will return. Why not wait for post secondary, and save up the money.

I came here when I was in high school so basically just wanted her to follow my footsteps. As well, we believe if she can come earlier (i.e highschool) it's easier for her to improve her English skill, makes friends and get used to the culture etc.

So then she has no plans to return? She needs to show that she will as well as parents need to increase funds. Order GCMS notes to read officer’s reasons for refusal. She now has to mention this refusal on any future visa applications to any county especially US, UK, NZ and AUS.
