Did anyone get reimbursement under new law for those under the new law for csq application applied before 2 Aug 2018?PRTQ

I got the letter in June on monprojet Quebec account and yesterday I sent them the online claim form and even spoke to an immigration officer they did not give me an estimate on how should we get the refund ...

No I didn't get any information in fact I am wondering whether or not I should have posted my claim by courier because I filed my claim online ...
