I am re-applying for the PR now and I have the copy of the police clearance certificate which I got in Feb 2012.
In the document checklist they mentioned police clearance certificates can be submitted latter and they are valid for 1 year.
Do i need to submit the old copy PCC forms with cover letter or

DOCUMENT CHECKLIST (PERMANENT RESIDENCE - CANADIAN EXPERIENCE CLASS) shows that : You are strongly encouraged to submit your police certificates with your application to the CIO.
It also shows that you should submit your original PCC.
Please check the checklist (IMM5610 (01-2012) E).
If you would like to send PCC after CIC officer requested, you can find the place where you should send your PCC in the letter (email) they sent you. (Maybe you should send your PCC to CPP-O in this case... but I'm not sure...)

In some countries, you cannot receive PCC to your hands and need to order it shipped directly to the office requesting it. For that, you need AOR, so i guess i can request it to be sent to CPP-O directly. Thanks
