What is the process to change DLI after the new rule that passed on 8th November but i have my LOA which dates back to September. Am I still required to apply for a new study permit?

If you haven’t changed DLIs through your account before Nov 8 then apply for new study permit.

Do you know how long does it take for ircc to process a DLI change when I apply for a new study permit as my semester starts in January and I can travel to Canada which my application for my study permit is still in process ?

No idea. This was only made public a couple of days ago. Contact your school. You would be applying from country you are in now so look at processing times.
