Reg Flag pole

My AOR is Feb 12, 2019. I went to US border reg. flag pole for one of my friend. Our entry was denied as per the procedure for flag pole. Now the issue is while submitting my profile i answered NO when it was asked that have you ever been denied entry to any country. I thought as it was an administrative refusal and is not stamped on my passport, so technically i should not say yes to that question. Please guide me that my response to that declaration was correct? I am bit tensed
