Is it true if you don't have consistence funds and IELTS is not good enough then VO try to nick off some of the points to decline application. As those two are very important factor to get settle in Ca .
Education , age and spouse points are just helpful in getting your application sorted although those does not help lot in one to get settle there (not talking about Tech qualification)

The reason for the refusal of my application was, my employer didnt comply to all the additional requirements requested by the cem. But he submitted all the docs within the validity period. Another reason is that, i dont have private room. That was really a mistake bcause he submitted floorplan, and they have 5 bedrooms in all, only one room is occupied. They have wrong assessment on my application.

You cannot make an appeal but you can reapply. In your next application, explain everything what you want the Visa officer needs to know by making a letter of intent. And support the needed docs for the possible approval of your application.... good luck!
