I suggest you send a reminder email still attaching your IELTS result. Also, if you had a check list/cover letter attached to your original application showing that your original IELTS result was included in the application, it would be expedient to attach a copy of that check list/Covering letter to the email too.

You're responding to a post from 9 years ago. Express Entry didn't exist back then and the rules for what needed to be included in an application were different. The answer is going to be irrelevant.
