Probably not. They may consider the application processed by sending you a refusal letter.

I do not get it, it is mean this processing fee is not refundabel??
my cas is, did not receive the letter but by contacting the visa office they said sydney send my 120 days letter 4 months ago which right now it is expired, and i did not sent any supporting doc. due to not receving that letter, so now what happen to my money?? It wasn't my falt, and can i ask for my refund? or I have to forget my money?

If application was not processed, you will get your fees back as per new rules.

I should send by email that i not interested any more or i must send it by mail ????

they only refund if you withdraw your application before processing OR they find your application not eligible for processing, however there are no refunds once they start processing your case even if you withdraw your appication

The fact of the matter is, if you do not submit anything within 120 days, visa office will go ahead and review the application and send you a letter stating that you are not eligible to put in que for processing under MI.

But you will get a refund of your fee within 8 -12 weeks of negative determination. Thanks!

you'll get your refund.

They will refund your fee within 4 - 8 weeks as I got rejected and I find a cheque for $550

Wait for that, you will get, don't worry.
