REFUGEE TRAVEL DOCUMENT WITH VALID USA VISA

I have a refugee travel document that will expire next month...I have applied for a new one and they asked me to return the expiring one so they can issue me a new one...But my my concern is that I have a USA Visa that will expire in 2032 on the expiring RTD....Will they send my expiring RTD back with the new one if i send it to them...Please help...Also I am Permanent Resident

Why dont you just wait until the current RTD expires and then apply for a new one. That way, you will not have to send them your current RTD.

I applied RTD once in 2018 and was valid til 2020 and I applied again in 2019 and got 5 years validity for the 2nd RTD. IRCC gave me back the old RTD. in the RTD application there's a section saying if you want to keep your old RTD or not. or write a letter together with your 2nd RTD application that you want to keep your old ones.
