Does it mean that anytime one has to apply or renew this RTD they must get a guarantor? This just pain in the ass, I haven't apply yet and I don't even have anyone to use as a guarantor.

Looks like it. Because it is the same application for 1st RTD or 2nd etc. You should contact the Passport program and ask for "Statutory Declaration in Lieu of Guarantor form" because you don't have a guarantor.

Currently they are processing for urgent travellers only if you have an urgent reason send them your request through webform and if they will consider your request then you will receive link to apply via ePost service and documents list.

Well they mentioned on the website the 1st step to apply is to send a web form, the epost is the 2nd step but you'll only get it if they approve your travel reason.
Yes you don't have to submit anything online, but the issue here if you mail your application without the epost conversation, the package is going to be delivered to the regular mailroom and most likely won't be opened for weeks or even months.
If you send the web form, the epost message from IRCC will give you a different address to mail your package. That's why it's advisable to send a web form first, wait couple of days to get the epost message to get the address for urgent travel applications.
You can send IRCC a web form with your package tracking number so they can find it. This is of course if you need to travel urgently, otherwise they will process it when normal processing is returned.

If you are a convention refugee or a protected person meaning you hold a positive decision from the IRB, then yes you can get an RTD without the need to have COPR or PR itself. In short, RTD stands for Refugee Travel Document so a positive NOD is enough.
