Access to legal aid will depend on where you live in Canada, your financial status, your history of other applications, etc. You need to contact your provinces legal aid clinic who will do an assessment and determine whether you qualify for legal aid. If you get approved then you find a lawyer. Don’t start approaching lawyers.

May be the officer involved has backlog of application to go through before getting to the one that need to be solved. I dont think they dont care, but i do think they are understaffed

I cant answer the why question for certain. But backlog in terms of volume cant never be exactly the same between officers, scrutiny and verification check not the same, speed and accuracy between officers cant be the same, some works overtime some dont, vacation, time off and so on and on..Truth is they are now dealing with THREE times refugee claim applications that it was in 2021.
