My ex company's reference letter has To Whomsoever it may concern and not To CIC, CIC address.

"To whomsoever. .. " is perfectly fine. Don't worry about it.

I wouldnt worry about it. In my case, both my references were addressed to me, as my former employers went willing to address it to CIC and I didnt have any issues at all.
As long as they contain all the necessary information, you shouldnt have any issues.
