I received letter of intention from Ontario on December 17. There's a section in the application, to demonstrate ties to Ontario. I don't have any relatives there and my ex-colleagues are unreachable.
Are there any PR holders/Canadian citizens here who can provide a reference letter to me?
You can apply without references or ties but only if you get a PT to apply for OOPNP.
Some members on this forum got nomination from ontario state without having a single tie with ontario or even canada.
asking unknown people to support you is actually a very bad start ???

Great, this is what I wanted to hear. Although I have some ex-colleagues there, they're not responding, I don't know for what reason on Earth. I'm planning to write up a letter and mention clearly that I don't have any ties to Ontario however, I strongly intend to stay because I am a software developer and Toronto is the place I can think and have dreamed of living in. Additionally, I can do a little more research and provide more supporting statements.
Not a good idea to fudge your application with incorrect reference letters
If you are a software developer, go to the job bank and research on your NOC. For example, the job bank forecast for 2014 - 2016 states that NOC 2171 is expected to have a high requirement. Similarly any official information like that could help you to strengthen your claim for intent to reside in Ontario.
