So I got 99 points for the first language .
IELTS
Listening 7.0
Reading 7.5
Writing 6.0
Speaking 8.0
Overall 7.0
Would it be better to retake the english test or take the french test ? which one would have the possibility to increase my score more ?

With CL9 in all sections of the IETLS your score would jump considerably.
With French you can get up to 24 points (if single).
We're not magicians though, we do not know how good your French is, if you're at a basic level then re-taking the IETLS is the better option.
