So I got 99 points for the first language .
IELTS
Listening 7.0
Reading 7.5
Writing 6.0
Speaking 8.0
Overall 7.0
Would it be better to retake the english test or take the french test ? which one would have the possibility to increase my score more ?

Is it for citizenship purpose? Is it french test?

"2. Language proof if you are 18-64 years of age"
I did an IELTS test and needed few extra point to get the desired points .SO i went and did the French Tets,I'm assuming you can score there as well.
By all means ,yes you can combine both tests to get more points
