Recently I have been refused F1 student visa for USA, visa officer handed me a sheet which says 214b potential immigrant.
I have two questions:
1. Will it affect my canada student visa application?
2. Is mentioning visa refusal reason and justification in SOP is good idea?

canada student permit application asks specifically for any rejections u had in the past it is never a good idea to lie or hide ur rejections. they can cross check . being said that people with US visa rejection have got visa for canada in the past so yes US visa rejection may or may not affect ur canada visa
It may or may not as Mead suggested but I know one guy with three F1 refusals but got Canada study visa. Get your documents right and be positive.
