So not too long ago when I was debating on doing inland vs outland, someone told me, since I'm from the US, to do outland cause the processing times are 4 weeks to 5 months right now vs what the website says of 17 months. Is this still holding true? or......?

I am an USA outland applicant. My application was received on July 26, and I received the PPR from CIC on Oct 12. So less than 3 months. Now I am waiting for them to mail my papers so that I can land in Canada.

Check out spreadsheets of different months to find how fast Ottawa applicants are doing. The majority of June applicants already have decision made and are about to land.
Four weeks is impossible (it takes about a month to just get the SA) but 3-4 months is quite likely. I think it's very uncommon for USA applicants to wait more than half a year. Inland is definitely not the way to go.
