Where they send your application is somewhat variable. I think it may be based on the current load of the offices and they try to keep the load balanced. No one really knows but CIC.
We live 10 mins from St. Clair office and our file was transferred to Scarborough --luckily--. Applied mid August, took oath on Jan 19.
St. Clair is not the fastest, not even second or third in terms of processing speed. Non-routine applications (RQ cases) from all over Ontario is centralized to St. Clair now for processing. This may be the reason behind routing regular/routine applications to Scarborough and Mississauga, trying load balance.

I don't know when they transferred my file to local office exactly but my timeline is almost like this:
Family kit, three applications, one adult two kids.
Received AOR by mail three months date to date from mailing.
Then received test notice after a month, for a test date three weeks later, and on my test day I met at least a dozen people having similar time line.
Received oath invite just after test and interview, for next week.
The total process took five months.

I have noticed any GTA applications if subjected to RQ are routed to St.Claire otherwise to the respective local offices. St.Claire office is a regional center to handle RQ cases.

You're welcome. My case was very straight forward, nothing much to declare or needed explanations. People I met on test day was similar too. If you have a simple case, expect your test date very shortly.
