Hi, I received BVL on 29 July 2022, about 36 hours are passed, but no decision yet. Is it a good sign? and when to expect the decision.

did they mention the reasons when they refused you in april 1? Also, is there any extra fee for reconsideration and did you send any additional documents from your side?

Yes, I explained all the reasons for the refusals in a letter of explanation and also attached my funding letter and bank statement. There is no fee to submit reconsideration request; you need to submit it through the webform.
