I think you should raise a web form or directly contact IRCC. There are very few countries that fall under the SDS category and are qualified for faster processing. I think Uganda is not on this list. But since your BVL has been received, I think your decision has been made, and you will receive an update any time soon.

Can someone without visa details on tracker get ppr by any chance or is it an automatic refusal
Well, it is difficult to say that. But if the application status tracker is updated after your BVL date and if it does not show the study permit number, there are chances of refusal.

I received BVL on September 29, which was Friday. Generally, Tracker updates within 24-48 hours but doesn't update on weekends, so I got an update on October 2nd. Yet I haven't received PPR, but hopefully I will soon.
