This might be an obvious answer but need consultation.

I'm reapplying for TRV again as i was refused on my initial attempt.
There's a section on IMM5257 asking:
2b) Have you been even refused a visa o permit, denied entry or ordered to leave Canada or any other country?
2c) Have you previously applied to enter or remain in Canada?

I know i have to answer YES on both.
My main concern is if i answer YES and explained why i was denied, does it have any bearing for the Visa Officer this time around?

Please advise.
 
Yes - you must answer "yes" for both. CIC has a record of your refused application.
