We applied for inland sponsorship and are ready to wait the 27 months or so.
Today, I checked the 2015 outland spreadsheet and noticed that the processing times are sometime MUCH shorter than the 30 months that the CIC website indicates for Singapore.
Can anyone confirm what the actual processing times for singapore are?
The CIC website for processing timelines shows how long it takes that specific visa office to process 80% of their case load.
That's why you'll see actual processing times for many people are finished before, since it makes sense that 50% of that 80% would be much faster, right?
You'll never know for sure what is going to be *your* timeline, because actual processing times will go up and down based on many factors: overworked visa office, holiday seasons, new people being inexperienced/slow, maybe something else that isn't always apparent.

I think Ottawa handles outland applications for people applying within Canada. Is this right?
The posted OUTLAND spouse processing is the 80th percentile, but the sponsor processing times and INLAND applications do not contain the same caveat.
The 2015 spreadsheet doesn't have much data for Singapore, but there is a Singapore spreadsheet that should give you a better idea of current timelines for OUTLAND.
The INLAND time table seems to be the best possible wait, while the OUTLAND is the worst case.

The big delay with Singapore is if an interview is required. From what I remember, the interview queue is quite long, sometimes more than a year. I believe that straightforward apps not requiring an interview usually go through in around a year.

Thanks. So which outland applications are processed in Ottawa? I got the impression that if you currently live in the US or Canada you can be processed outland in Ottawa. Are you saying this is not the case?
Ottawa handles US applicants. If you've been admitted to Canada for more than a year, your application MAY be processed in Ottawa. In reality, CIC will send your application wherever it sees fit (judging by processing times for some places, that location might be the moon...). You have no say in that decision.
