Got it. Thx. But am assuming that most people who are in the 430 to 440 range would not mind the additional paperwork or expense and that it is not significantly high. Unfortunately for some reason Ontario PNP has not issued invitations since February.
In that case, it cost's you money, additional paperwork and you need to meet some criteria to get a nomination. In case of Ontario, they send you a notification to apply.
ITA is issues randomly in next 24 hours or based on CSR scores in descending order?
Also it would be helpful if someone receiving ITA to share their profile score.

For OINP HCP, what is the criteria? I know the following three. Is there anything else beside these?
1. Score in the range they decide. I think it was 433 to 441 last time.
2. NOC to be from the in-demand list of occupations.
3. Whether Ontario/All provinces is selected while creating EE profile or not.
If he has a good profile (445+) he should not be worried if he gets invited now or withing next 2-3 draws. Anyway he will know within 24 hours (all he needs is just to check his account).
Immigration is not a 3 weeks thing, so no worries there.
I have a question for you guys, I have completed my one full year under CEC and now I am sitting at 434 points in crs. I will get my 2 years exp in jan 2019 however my 1560 hours(of 2nd year) will be completed in nov 1st week of 2018. what if I got an ITA in nov shall I decline and wait until jan 2018 to get full 2 years exp and re enter the pool or just go with that ITA or just with draw the application?

BofA is willing to give me proof of funds letter. The only thing they can't give is complete account number. They said the letter will have last four digits of the account number. Is that fine?
Instead of hoping for low Cut off it’s better guys everyone who is below 439 improve their score atlest to 445. Because cutoff will remain sane in nearer future as well.
