1. No, there are no warnings whatsoever before the draw.
2. In the draw results page, you'll see the exact time of the draw. Anyone with an active profile before that is in the pool and ready for ITA.
3. Unless you've been through PNP, no province will pick you. You'll be the one to choose where you want to land ( except Quebec).

1: Nope. You dont get any ghost notification.
2: I Believe anytime before the draw. They Send you ITAs after the draw (Could take upto 24 hrs).
3: It is for Federal not Provincial unless you have been invited by any province and In that case, you will know which province invited you
