But you can still submit your application for PR by submitting proper documents that you've applied for it and due to delay in receiving, you will submit it later on with CSE. LOE and FBI Application receipt should be enough in this case. Why did you decline that ITA.?
Because am hoping that I will get ITA next draw too

Whoa! that is a big jump right there. I just declined my ITA since the FBI responded saying there is going to be a delay and they werent even sure what the timeline was. Very frustrating. Now waiting on 448. Keeping fingers crossed.

I saw that. But these guys havent even charged my credit card and I didn't know what time to quote on the LOE. Yesterday someone was saying there is going to be a 3 to 4 week delay. So I just figured the next draw gives me another 2 weeks and then since my birthday just passed last month, I have the same score until next year August. So why not just take the risk and wait it out. That way I dont have to raise CSEs and what not.

Got the IELTS results today. Thanks to everyone who suggested me to retake IELTS. My new IELTS score is L:8.5, R:7, W:7, S:8
This means that my CRS score would change to 475 from 408.
