The underlined statement tells you when the draw was initiated.... Your "0th minute", if you like.

Based on the available data of CRS score distribution of candidates in the Express Entry pool, I have come up with some predictions for the 59th draw.

If it happens on April 12 - CRS 423 with 3783 ITA's.
If it happens on April 19 - CRS 428 with 3709 ITA's.
If it happens on April 26 - CRS 435 with 3788 ITA's.

The variance in the above calculation is +/- 1 CRS.

Remember this prediction which I made 5 days back! I was spot on with the CRS cut off of 423! ITA count is 140 more than my prediction! Congrats guys
