No one knows the concrete criteria but yes, NOC Code plays a major role in PNP invites.

They regularly go through the profiles and select according to the province job market. There are many theories like fresh profiles are preferred, basically of the same year. But they are just theories, nobody knows for sure.

It depends on the stream of the PNP. I might be selected because of french skills.. they have their own stream for french speaking workers
