My crs was 377 i too sit idle without doing much ,,, for 2 years hoping crs will come down ielts brought big change to my score.... Now 456 waiting for next draw if you want to improve your score ielts is the key

I have a question so if anyone knows anything concrete pls share your views and experience on the matter.
A friend of mine has gotten WES ECA as: 4 years Bachelors+ Completion of college level certificate(one semester). Now there is a debate regarding it whether if anyone applies through it by claiming 2 or more degrees whether he will be approved or will be rejected. Some people says that it wont be accepted as its just a semester, while others say that there is no mentioning of duration for the second degree, that is only first degree duration is mentioned to be at least 3 years+ another completed degree. As WES given him completion of a college level certificate he should be through. Also, until now we havent gotten a case where people have gotten rejected due to the one semester issue. In summary, its a puzzling condition for my friend to whether apply with it or not. He will lose points on age next month so it is also not possible for him to try IQAS/ICES.

Everyone one I’ve recently had my ECA from CES went for the rush service and got my Assesment on the same day when CES sent out an AOR, I’ve been searching and surfing all over the internet and I seriously believe that CES is more flexible,conivnent, helpful and customer friendly. They take a total of 12 weeks after your documents are received by them and that’s pretty much the same time WES is taking if not longer to give out an Assesment, Moreover CES evaluates Master programmes as a Masters Degree in Canada unlike WES which would normally handover a PGD equivalency to Indo-Pak Master degree programmes.
So I just casually logged into my WES account and to my surprise, they have reopened my file to re-evaluate masters degree! At least they are reviewing my request is what I could make out! Now it will be either same status (masters equiv to 1 year pg diploma) or updated status. Does anyone have encountered similar situation?
My CRS is 448 waiting for spouse's ECA to get to 456, we should receive it 16th May but I'm really hoping for a miracle and be able to download it on 15th to get ITA in this upcoming draw, otherwise I'll just wait the following draw.

It's been so long for you, I'm not new member here.
And for your question: WES may evaluate that college level certificate as an equivalent to Canadian one semester college study but whether they accept it as a postgraduate certificate or not depends on the evaluation itself.
Also, WES may put a remark at the end of the report by saying that college certificate is not comparable to an existing study in Canada. In that case you can't claim points.
Your friend can try his luck. It's totally up to WES agents to reach final decision.
