Because they conducted a draw with a 7 day gap, hence lesser number of people got into the EE pool with higher scores thereby resulting in a lower cut off.
Had they only decided to increase to the usual 3900 ITAs, i would have been picked. I created my profile in August.......Why have they decided to decrease the number of invitations when they have higher goals in 2019?
If you see last year's data, they had initially issued only 2750 ITAs in the beginning of the year and they had a total of around 90K ITAs issued in 2018. This year they need the total to reach around 95K, so they need to issue around 84K in the remaining 11 months. So they can alter the ITA counts accordingly to meet the target, it need not be a fixed value always.
Even I applied when I was 3 birthdays away from 30! Nice strategy to apply early but most of the applicants decide to migrate later in life when they are near 30 or already in their 30s.
Just a note to people with IELTS expiring. Your profile will be deactivated on the day it expires. I didn't put my new score in before then, and had to create my profile from scratch.

I'm at 438 (lost to tie break unfortunately). I have applied as married but non-accompany wife to maximize my score.
I am wondering in case if I got OINP, can I modify my EE application so that my wife accompanies me directly ?
I had a discussion with a person who got NOI with CRS 439. After receiving NOI, he called and checked if he could add spouse to his application and they said yes.
