We are seeing people getting ONIP. I have some questions regarding ONIP.
1. CRS with spouse not accompanying:- 438
2. CRS with spouse accompanying:- 424
3. Current express entry profile spouse not accompanying.
If i get nomination from ONIP with the 438 CRS,
A) Can i state spouse accompanying when feeling the ONIP application? (even if express entry states Spouse Not Accompanying) or
B) Once i get nominated in 90 days, can i change my Express entry profile to spouse accompanying? (as i get the 600 points from Ontario)
Or Should i change my Express entry profile to spouse accompanying before getting ONIP and seat at 424 and wait for it?

I think that you should forget about options A and B. It might be and if you ask me, should be considered misrepresentation. There was a discussion on some of the previous ROH forums and I remeber that I read smth on Ontario site but I simply cannot recall the source now. Maybe some other member, for instance Vansak can give you more details about why this would be considered misrepresentation.
You can wait at 424 which will probably not be enough for invitation except maybe through NSPNP (Nova Scotia) or leave out your spouse as you have already done and get through OINP maybe.
I am the primary applicant having IELTS CLB 9 (R-8.5 , L-8, S-7.5 and W-7.5), have received ECA for Master's, having 7+ years experience.
Currently awaiting Spouse ECA (due by Jan 28th 2019), post which CRS will be 440. I have got the experience letter from all the organizations I have worked with, and do I need to do the same for my spouse?
1. In the Application, I have declared all my spouse organization details, where she worked earlier. Once I get my ITA, should I provide my spouse experience letters as well?

Would it be better for me to wait for my spouse's IELTS exam (will take approx 2 months, and if she gets band 6 in all, CRS points will increase to 446), or should I apply for any PNP (my NOC Code is 2172). If i need to apply for PNP, which would be the best to apply for, and which Provinces have more requirements for my NOC

There are many reasons as to why you may not want your spouse to join you now. You can simply say the spouse has work commitments, taking care of elderly parents, simply does not want to move, etc...
I would totally recommend you go with the invitation from OINP. No one can guarantee you 441 CRS before 10th February. There’s a chance for either case.
Dedicate your time to OINP document collection and submission. Even after submitting the OINP application (fees paid and everything), I saw some people cancel it by emailing OINP if they receive direct ITA from CIC.

You didn't get it. I have been representing the case that spouse not accompanying is not misrepresentation if you carry on with that info.
However, in his/her case the question he or she wanted to receive nomination from Ontario or direct ITA with spouse not accompanying and after securing ITA to change it into accompanying with the hope that scores would not be recalculated.
What's the lowest score they sent an NOI to?
And as far as exhausting the NOI is concerned, last year they sent over 1800 NOIs to people without job offer or French condition so there might be some left. Not many, some!

It's 427. Only because they started January 1, 2018 and ignored 2017 profiles, now they're going as far as 2018. Clearly, they don't intend to invite anyone under 439 There's no use recreating the profile even now All that wait for nothing
