You should have a valid job offer for NOI. Income is not an criteria.
I didn't do ECA for my spouse as I am having valid job offer in Alberta and currently working.
You need ECA only if you are claiming for your spouse education. Same is applicable for other documents as well - Whichever points you are claiming for you need documents corresponding to that to prove your eligibility.

Did you received points in your EE profile for you wife. If no then you don"t need ECA done for her . Are you presently working in Alberta.

Currently not working in Canada, also CRS points/ FSW selection factor points are self calculated. Yet to create profile

AND get approved at the end of Feb 2019

Hi i think you will need the nomination certificate to apply for the extension.
