I was just wondering how long and what processes would be needed to extend my fiance's stay here in Canada. He's a Spanish citizen who has been in Canada for a month as of today, however we are planning to be married within the month of September and apply for inland PR via sponsorship during that time as well. He's scheduled to head back to Spain soon unless we can be sure to extend his stay for at least 12 months. We've done searching but since he is a Spanish citizen he did not need a visitor visa so we're unsure as to how to apply for an extension for him to stay during this long process.
He should be OK..
one of the cases that is allowed to stay in Canada is if he is spouse... then should not be a problem...
He can get working permit while he waits for his permanent status...

Becoming a permanent resident of Canada
To stay in Canada as a permanent resident, you must leave the country and apply from outside Canada, except in the special cases listed below. To become a permanent resident, you must meet Canada's immigration requirements.
You can apply to become a permanent resident from inside Canada if you:
•are a refugee or a protected person,
•are a spouse or common-law partner of a Canadian citizen or permanent resident,
•are a live-in caregiver,
•hold a valid temporary residence permit or
•are applying under the Canadian Experience Class.

There is absolutely no benefit for a Spanish person to apply inland. I STRONGLY advise you to apply outland, as Paris is a very fast office. He can be in Canada while an outland app processes.
Assuming he didn't receive a shorter stay when he entered Canada, he can stay the standard 6 months, until the end of February. At the beginning of February, he can apply to extend his visitor status; with proof of finances and proof of his spousal PR app in process, there is pretty much no chance of refusal.

Being married to a Canadian citizen/PR does not allow a person to stay in Canada. The work permit that you speak of takes 12 months to receive, as it is only granted AFTER 1st stage approval of an inland app.
