I am planning to apply for open work permit today, since I been told that while applying for PR status, applying for a visitor visa will be denied (can someone with more experience confirm this?)
So has anyone applied for a open work permit lately, how long does it take to get the actual visa?

yeah, its spouse, and outland. I applied in may, and got my app sent to HKVO in August 16, and they asked for additional document on august 29. Thats the last i heard from them

You don't qualify for an open work permit if you applied outland. Open work permits are only available to those who applied inland. Your only option is the TRV.

I reside in China, I asked around about a visitor visa, the answer i got back was I cant apply for a visitor visa since my pr is in progress, because I have immigrant intent, and my immigrant intent is undeniable lol

You can definitely apply for a visitor visa. Whether it's approved is a different matter. We do see plenty of refusals - but also plenty of approvals. I would try and see what happens.
Again - you definitely do not qualify for an OWP. So no point applying for that - it will be a waste of money.
