Implied Status with Open Work Permit

Hi there,

My husband has recently mailed in his application for PR (Inland). His Visitor Visa is nearing its expiration; however, I read that if he submitted an Open Work Permit application along with his Inland PR application that he has implied status. Is this the case? Can I forgo applying for an extension on his Visitor Visa?

Also: What, if anything, would cause an open work permit to be denied?
