Me and my Dutch partner are looking into getting him a working holiday permit. I’ve done some research and it does appear that he is eligible.
be a Dutch citizen,
have a valid Dutch passport for the duration of your stay in Canada—your work permit in Canada will not be longer than the validity of your passport,
be between the ages of 18 and 30 (inclusive),
provide a permanent address in the Netherlands in your work permit application,
have a minimum of CAN$2,500 to help cover your expenses in Canada,
have health insurance for the duration of your stay—you may have to present evidence of this insurance when you enter Canada,
be admissible to Canada,
have, before departure, a round-trip ticket or demonstrate that you will have the financial resources to purchase a departure ticket at the end of your authorized stay in Canada,
My question is about the cutoff age, I understand it says ages 18-30, and after it says inclusive. My partner is turning 30 this year in early December. He was born in 1988, my question is will he still be eligible for the IEC working holiday pool if he is turning 30 this year?

Yes but qualification is 18-30 inclusive so the the OPs boyfriend will be 30 next month so still qualifies at least through to next birthday next year. Ok so technically come January counting in months he is over 30 but who quotes their age as years and months .
