I am from Yemen and I live in Saudi Arabia; when I send my full document to CHC on London I should send police certificate or wait until they send me the certificate??
and I must making police certificate from Yemen (my country); and Saudi Arabia or residence country (Saudi ) will be enough??
please answer me?

ye, you must submit police clearance certificate alongwith your full application. and you have to submit it for every country you have stayed for more than 6 months.

If you need a police certificate, your immigration processing office will give you a request letter. If you have any questions about this, please contact your immigration processing office.
After initial application to CIO, you will be getting an email or mail stating that your application has been forwarded to specific visa office (Londone visa office) for further processing and will also give you 120 days to submit your application and supporting documents.
That is when you have to provide all documents and police clearences. The email that you recieve from CIO will be sufficent to obtain a police certificate from most of the countries.
You need to get a police certificate from Yeman and SA if you have stayed there over six months, and PCC from any other country you have stayed over six months.
Getting PCC is not easy from other countries. so please start applying now. after 120 days, visa office will not accept any documents.

What application form are you waiting for? have you already applied to CIO, NS? and got AOR (an email stating that your application has been forwarded to visa office in the country where you applied from?
I am not applying from saudi Arabia and I am not familiar with application process in that region. So make sure you consult with a senior member who could advise you with accurate information.
