Hi
I was asked to submit a police certificate from Kingdom of Saudi Arabia because I lived there between 2000 and 2001. Now I am in the USA.

In my previous submission I explained to the immigration officer that Saudi Arabia does NOT issue police certificates to non-residents. In my letter I referred to the CIC website that confirms this fact. I also sent a printed copy of an email that I recieved from the Canadian embassy in Saudi Arabia that also confirms that Saudi Arabia does NOT issue police certificates to non-residents.

I got a letter from the immigration officer today where he asked again for a police certificate from Saudi Arabia. This time he is saying that the CIC website is not updated about police certificate issues. He also sent me an attached document that explains how to obtain police certificate from "Gulf Countires" (not Saudi Arabia in specific). Surprisingly, the document explains how to obtain a police certificate from Gulf Countries but under the country column it says "United Arab Emirates". Nothing there says Saudi Arabia!!!

I guess one of the following is true:
1) United Arab Emirates operates a central processing facilities for all other five countries in the Gulf Countries. This would be very strange because there are six countries under the title "Gulf Countries" and they are completely different countries.
2) The immigration officer probably wanted to send me something about Saudi Arabia but he mistakenly sent me the documents of Uniter Arab Emirates
3) The immigration officer does not know that Saudi Arabia and United Arab Emirates are two different countries.

I have only 60 days to comply. Please advise and please be detailed as much as you could.

Speak to the Saudi Embassy, they must know.

You need to tell them that you were a resident and send a copy of your resident visa in Saudi for the period you were living there.
 
The problem is that I have received a similar request to submit a PCC from pakistan. I got the PCC right before leaving pak, and did not return to pakistan after that. They still requested an Updated new PCC from pak.

The letter clearly states that no additional reminders or requests will be sent, and that the IO will review the file in 60 days and if you have not provided will most probably refude the application.

So contact the Saudi Embassy, if they say we can't provide it get it in writing and send it to CIC.

However, i'm quite positive that the do provide the PCC if you have had residence there, it is a pain in the ass but you will have to comply

Saudi Arabia wont give any PCC for the people living outside the kingdom, it says clearly on CIC website. Prepare a cover letter explaining the rules of the kingdom plus attach a print-out of their (CIC) website and send them. There is no way you can get a PCC from Saudi Arabia. They should know this, but I guess IO is not clear on this. Saudi Arabia gives PCC to people who are current residence and living in Saudi Arabia.

The visa office has requested for a PCC, read the link you will have to send that request to the office in Riyad.

Do I need to provide a police certificate when applying for permanent residence?

Yes. However, certificates are available only to current legal residents.

If you need a police certificate, your immigration processing office will give you a request letter. If you have any questions about this, please contact your immigration processing office.

If your application is being processed at the Canadian High Commission in London, you are not required to obtain a police certificate until the London visa office sends you a police certificate request letter with instructions on how to apply.

If you are applying at the Canadian Embassy in Abu Dhabi, UAE, you should submit the police certificate with your application. You can contact the visa office at fax: (971 2) 694-0396 or e‑mail: abu-dhabi-im-enquiry@international.gc.ca. Please include your immigration file number if you have one.

For applications being processed at any other office, e-mail: riyadh.visa@international.gc.ca or fax: 966-1-488-9657. Please include the file number, the office where you applied and your mailing address.

The police certificate request letter will be sent to you by mail. You must present this letter, along with valid identification and proof of legal residency in Saudi Arabia to the Ministry of Foreign Affairs. If they approve you, you must then apply for the police certificate in person at the relevant police headquarters.

Actually i did see in the immigration website information state that saudi arabia doesn't give ploce clearance for former residents and i see that these information are upto date but your visa office has asked you to submit that certificate, so you don't have any choice except of complying with their requirments because they are the decision taker at the end no one else.

secondly, i found out that the saudi arabian embassies do give police clearance(for free) for former residents of their country they state that clearly on their website of the saudi embassy in in washington, DC and even in the saudi embassy in ottawa.

First of all in the saudi embassy in washington, DC these are the information in that regard :

Saudi Police Clearance Requirements(No Fees)

In order to receive a Saudi Police clearance we need you to provide the Embassy with the following:

1.Copy of your passport.
2.Legally issued fingerprints certificate from the police department.
3.Copy of your residency papers during the time you resided in the Kingdom of Saudi Arabia.
Cover letter should show clearly printed your address and your telephone number in the USA; applicant should submit his/ her request to the closest Saudi Consulate.

and i did call the embassy of Saudi Arabia in Ottawa to inquire the waiting time to get it and they have told me that it takes from 3 to 6 months after they recieve the application with the required documents. therefore, i believe now that there is no excuse for applicants who were former residents of saudi arabia to say we cannot get such a certificate from that country i think that the canadian visa officers will be very strict in that regard because i told the emloyees at the embassy in ottawa that am no longer resident of their country and they said no problem just send any documents prove your residency there like copy of your visa or iqama .....etc. and am waiting for the letter from nova scotia to apply for the saudi police clearance in ottawa.

proceeding in the issuance of that police clearance as he was asked by the visa officer (the decison taker) is better than doing nothing and waiting for the refusal.
 
Hello,

I never suggested doing nothing, instead send them a cover letter - if the OP is not current resident of Saudi Arabia, it may not be possible to get one and he has only little days - while you are talking about 3 to 6 months.

He has already sent them a cover letter containing all of the information and they haven't responded positively so my point is to at least proceed in that certificate by courier for example and send all of the evidence that he applied for the saudi embassy to get that certificate and then anything else will be out of his control, i think in that case they will understand his situation. i know that it sounds very hard to wait for that period but no other choice,(personal opinion)

I read Bullet #7 and it did say that they issue the PCC, now I agree with you as it make sense to start some kind of process instead of keep on waiting and eventually get rejection. It may take 4 to 5 months but at least it will only delay OP process but not the rejection.

Good for others to learn who lived in Saudi Arabia.
