Sure - anyone can try to stay in Canada illegally. How long that works for them is impossible for any of us to guess.
However if you go back and re-read the OP's posts, you'll see the parents in this case are under the very mistaken impression they can stay and work in Canada legally as a result of having a Canadian citizen child.
no i don't mean for the parents to use ohip or services for THEMSELVES. i mean the parents can *technically* live in canada illegally while the kid enjoys the benefits of citizenship. Healtcare, education, etc. The parents can get jobs working under the table and stay below the radar. obviously it's dumb to do, because of the risk. it just sounds like this couple would consider doing just that. Live off of the kid... apply for whatever the kid can get as a citizen and use it to build a life. Apply for credit cards in the kids name, apply for welfare for the child (not the parent) stuff like that. Maybe it's just easier in the states or i watch too much judge judy, but there are ways people steal kids' identity and cheat the system!
It might be possible for one of them to steal their child's identity to make their life easier, see http://www.ctvnews.ca/canada/children-becoming-targets-of-identity-theft-1.1748056 They might use it to rent an apartment for example, possibly even to work but they might want to give the child the same name as one of them has in order for them to show that SIN card and their own ID.
However, it's a life of looking over your shoulder. One person knowing that who will report them for example. Or their child growing up could report them as well if they want their SIN for themselves and are not having a good relationship with the parents.
Are they planning on paying the hospital bill for the child's birth or are they planning on leaving that to the tax payer?

That is 100% true. Some people are misguided to think that having a baby in Canada will give them the right to live and work in Canada. This is not the case.
Staying illegally can work for a while but likely they will at some point be caught and deported. Their child can return when they grow up.
