Hi, I am about to mail my CEC application in next few days. One question about the police certificate/RCMP or whatever: do I need to submit them to CIC, or I just need to mail the finger print?

If you receive your fingerprints from the FBI yes if don't you need to send the finger prints to the FBI and 3 weeks later they arrive and then summit your application to CIC

I get my finger print sets from IFS Mississauga...
As per your reply, I need to send the finger prints to RCMP and let them forward that to CIC office?

I am almost certain that you don't need to send police clearance of Canada for FSW and believe it should be the same for CEC, but you do need to send police clearance from any country you have lived since the age of 18 for either FSW or CEC, except for Canada. I think CIC does the Canadian check themself.
